Future of IT Certification
For some companies, developing a full-blown certification
can be too expensive. Says E. Clarke Porter, president
of Virtual University Enterprises, a marketing and training
management firm in Bloomington, Indiana. "There's
a break-even point where the cost of developing your own
training and tests is less than buying training on an
event basis. So, the pro and con of internet certification
can be the same when it comes to price. Developing
an internal certification program can be very expensive
or very affordable. It really depends on how big
your company is and the relative benefits of a custom
program and worker retention. |

Today, Porter is president and co-founder of Virtual University
Enterprises (Bloomington, MN), or VUE, which takes the
Sylvan-type services to the Internet. "Our first
idea was to create a convenient resource for resellers
to locate training centers. We contracted with Novell,
and they essentially outsourced their education services
department to us. If resellers want Novell training, they
call Novell's number, and the calls are routed to VUE.
We have a similar contract with IBM for people who want
to be certified as TechConnect specialists. We find the
class, book the set, send the confirmation letters, and
collect the money. We take care of [the students]," he
says. |

Detour
on the I-way; development of Internet-based training for
network-certification programs
Sylvan Prometric's near monopoly in the certification-testing
market is bound to be challenged. Already at least two
new players have declared that they intend to offer online
certification tests, making it unnecessary to visit a
Sylvan center. Earlier this year, Virtual University Enterprises
(VUE) of Bloomington, MN, announced that it will be an
alternate provider for Novell's certification tests (VUE
delivered its first online exam Sept. 30). |

braces for body-count battle -- Training to undergo an
evolution
The program changes, by these and other vendors, will
drive a new class of consolidation among training providers,
said E. Clarke Porter, a training and education industry
veteran and founder of the Bloomington, Minn.-based testing
and assessment arm of National Computer Systems Inc.,
Virtual University Enterprises. "I expect to see
the big ones-PPI, New Horizons and others-growing horizontally,
getting into content production and alternative methods,"
said Porter. "I see them creating a conglomerate of ILT,
CBT lines, manufacturing their own content lines and offering
testing. Many of them have their toes in this already."

As internal certifications start to grow in popularity
and stature, the potential of headhunters targeting certain
companies with good programs could become a problem, according
to Clarke Porter, chief executive and founder of Virtual
University Enterprises Inc., a marketing and training
management company in Bloomington, Minn., and a wholly
owned subsidiary of National Computer Systems Inc. Porter
reports he is working with two major companies that are
starting to implement internal certification programs
for their IT staffs but says they are not talking publicly
about what they are doing just yet. |

In the near future, look for private companies to play
an even greater role in educational assessment. Virtual
University Enterprises (VUE), a division of NCS, began
offering Internet-based testing this summer. VUE utilizes
its custom Program Management software, advanced communications
technologies and education consultants to remove the burden
from training and testing groups of students. Besides
"high stakes" assessment -- arranged at dedicated test
centers for specific dates -- the firm administers multiple
choice exams via the Web into unproctored locations. |

ASSESSMENT -- VUE adds IT training tools
Virtual University Enterprises developed two new assessment
tools for the IT training channel. The new VUE High-Stakes
Electronic Testing System and VUE Browser-based Testing
System allow technical training providers to deliver proctored
and non-proctored exams over the Web and to the desktop.
